Background Information

Karen is the Assistant Regional Inspector General for the United States Department of Housing and Urban Development (HUD), Office of Inspector General (OIG), for the New Jersey and New York area.  She is an Audit Manager with over 28 years of federal government experience. Karen began her federal career in 1989 working in the Newark, New Jersey field office.  Prior to joining the federal government, she was a Financial Administrator for AT&T Credit Corporation located in Morristown, New Jersey. In addition to her expertise with a variety of internal audits of HUD programs, Karen’s experience includes external audits pertaining to Public and Indian Housing, Community Planning and Development, Multi- and Single Family Housing, HUD-insured housing, numerous Congressional requests and stakeholder complaints.  In addition, Karen is considered a subject matter expert on disaster relief and recovery programs, such as those pertaining to September 11 and Hurricane Sandy.

As the Assistant Regional Inspector General, Karen is responsible for overseeing HUD OIG audit operations within New Jersey and New York.  This includes providing audit service to HUD management, supervising performance and financial audits in compliance with Generally Accepted Government Auditing Standards; serving as a technical expert within the region; coordinating audit assignments among staff; discovering ways to improve staff production; reviewing and approving final work products, including finalizing internal and external audit reports and memorandums; visiting audit sites giving priority to nationwide audits and/or sensitive single location audits; evaluating the effectiveness of audit and civil fraud programs; assuring audit and investigative probes are conducted in HUD programs that are particularly susceptible to fraud; and performing outreach activities to promote HUD OIG's mission and the economy, efficiency, and effectiveness of HUD programs and operations.

Karen received her Bachelor of Science in Business Administration, with a concentration in Finance and Accounting, from Glassboro State College (now known as Rowan University) in 1986.  She is a member of the Association of Certified Fraud Examiners, Blacks in Government, Association of Government Accountants, Institute of Internal Auditors, and Institute for Internal Controls.
